Delegate Foster moved to amend the bill on page 2, section (b), line 29, following the period at the end of the sentence by striking out the period and inserting the following proviso:

: Provided further, That any amount that would exceed the 20% rolling average mentioned above shall be deposited into the Personal Income Tax Reserve Fund.
